Are all BHBH-funded beds required to be online within one year of contract execution or just beds that require infrastructure expenditures?

The BHBH Program requires all start-up infrastructure beds be available within one year of contract execution (see page 6,  under “Program Requirements”). Failure to expend funds expeditiously may result in a modification of BHBH Program funding.
